An integrated tax management model in Castilla-La Mancha
Babel has worked with the Department of Public Finance and Administration in all stages of implementation of its Integrated Tax Model. Together we have seen our tax management framework evolve as we implemented the tax management project, which was adapted every day in line with the new needs and technological challenges currently required by the Digital Administration.

The importance of having a good system to be able to manage efficiently
Among other functions and competencies, the Directorate-General for Taxation and Gambling Regulation is responsible for the management, coordination and support of the application of local taxes and those assigned by the State, and oversees inspection, collection management, and relations with the State administration regarding taxes. In addition, with regard to casinos, gambling and betting within the scope of the Community, it grants authorisations for the installation and operating, approval and authorisation, and registering of gambling machines and materials, and imposes penalties for any breaches.
A solid base, a good start
The initial design of the tax management model is based on collaboration of the State Tax Administration with the Regional Government of Castilla-La Mancha (JCCM), which led to the development and implementation of the Economic Resource Management system (GRECO). BABEL worked with with AEAT and the JCCM from the outset in all phases of the project, providing us with thorough knowledge of the model and, therefore, of all the tax management procedures it implements.
Innovation and the digital service
One of the priorities has always been the journey towards the Digital Administration. Through the Tax Portal, the system offers a large number of telematic services to citizens. The system is also integrated into many different platforms of other administrations and authorities: AEAT, Directorate General for Traffic, Land Registry, Research Centre for Energy Resources and Consumption, General Council of Spanish Notary Publics, etc.
Comprehensive and integrated view of the Regional Tax Administration
Thorough knowledge of Tax processes: Voluntary and enforced collection, transfers of assets, inheritances and donations, settlements, notifications, demands, suspensions, compensation, government depositary, assessment of property and rights, auxiliary public accounting, etc., and the different taxes on gambling, rates, utilities and other income, property transfer tax and stamp duty, inheritances and donations, special environmental taxes, etc.
High-value Digital Services
Full access to all tax information and law to provide taxpayers with a greater insight into tax benefits, know their rights and obligations, or obtain an online valuation of a property or vehicle. Possibility of downloading the help program to obtain all self-assessment forms corresponding to taxes managed by the Autonomous Community or free access to self-assessment forms or valid forms for completion, and subsequent physical or digital submission.

Using all the tools provided by the State Tax Administration’s Electronic Administration Portal (PAE), efficient investment has been made into the adopting of Laws 39 and 40/2015 with the distinguishing feature of including digital signatures in processes and procedures, leading to considerable savings in paper and increased process security.
