When the Core is hosted in an obsolete infrastructure
Barcelona City Council's IT Institute had the problem that its core applications are hosted in obsolete infrastructure. It decided to modernise them, as they will remain hosted in them for some time to come.
This is a multidisciplinary and multi-enterprise team project with the task of migrating and updating the obsolete hardware and software, minimising the risks and impact on users and IMI operations, highly critical applications (finance, fines, collection, property register, accounting, payroll, etc.) with high volumes.
Replacement of infrastructure parts. Migration of valid application software (Natural, PLI, JCLs) only. Coordination of IMI RFs and AMs. Complex infrastructure and external connections.
Loss of knowledge, multiple players, limited time availability
Both the hardware and the software were not being maintained and were from different providers. The applications were in critical condition and had a significant number of obsolete objects. There was a loss of knowledge by the client, and the system was highly interrelated with external elements, placing it in critical condition. In addition, the teams of people at the IMI (RFs and AMs) were short on time.
We lined up all equipment components with the same objective
The success of this project is based primarily on the approach not only involving technology, in which experts decide and perform, but also of seeing it as a project for everyone, where each player plays an essential role in meeting the set goal. Designing and planing the working protocol and being able to listen to the client and make the protocol flexible, within the budget, once the project has started. There are of course technological risks, although the most important ones are those that can affect the client’s workforce, who are aware of the valid application to be migrated. The product and software rehosting method was applied based on a series of phases, where the establishing of the freezing protocol is particularly important. Throughout the project, the client’s development teams continued to do their jobs, as these evolutionary and corrective procedures must be replicated in the new environment.

Hardware and software products in maintenance, recovery of the knowledge lost by the client’s personnel, increasing the motivation in a project that initially meant a lot of work for the teams. The result of all this was the creation of a valid work protocol.
